Introduction

University of Evansville Institutional Equity Team

The University of Evansville has implemented a number of initiatives since the fall of 2018 to ensure that we have an environment that is open and welcoming for our entire campus community. As part of these ongoing efforts, we created a new Office of Institutional Equity and implemented new policies to ensure that reports of sexual misconduct, harassment, or discrimination receive a prompt, equitable, informed, and procedurally fair response and investigation. After conducting a national search for a team to oversee our Institutional Equity and Title IX efforts, we are pleased to announce the following appointments beginning Monday, August 26:

Keith Gehlhausen will serve as the Executive Director of Human Resources and Institutional Equity. Expanding on his role as the University's Chief Human Resources Officer, Mr. Gehlhausen will also provide leadership for the University's prevention programs and processes to receive, assess, investigate, and resolve concerns of inequitable treatment of individuals, including management of investigations and resolution of complaints for all forms of discrimination, harassment and, retaliation to effectuate prompt, effective and equitable intake, investigation, processing, issuing of findings of fact and timely resolution.

In addition to his service as the University's Interim Director of Institutional Equity/Title IX Coordinator over the last 9 months, Mr. Gehlhausen's background includes 25+ years of experience in human resources management, risk management, investigations and training, 8 years of experience as a Title IX Investigator, 5 years of experience as a Title IX Adjudicator, investigator training by the Association of Title IX Administrators (ATIXA), and Title IX coordinator training by Cozen O'Connor. Annie Sills will oversee day-to-day operations of the Office of Institutional Equity as the Assistant Director of Institutional Equity and Title IX Coordinator. Ms. Sills is a 2011 graduate of the University of Evansville with a Bachelor of Science in Sociology. While at UE, she was a member of the swim team (and was team captain as a senior). In addition to her undergraduate education, Ms. Sills has a Master of Social Work from the University of Southern Indiana and a Master of Science in Human Resource Management from Indiana Wesleyan University. She is also a Licensed Clinical Social Worker (LCSW).

Ms. Sills comes to UE from Catholic Charities at the Diocese of Evansville, where she has performed biopsychosocial assessments on children, adolescents, adults, and families for the purpose of psychological treatment in both school and outpatient settings, collaborated with parents, teachers and school administrators to create action plans for dealing with students' behavioral and emotional issues, assisted in the creation and maintenance of policy and procedural manuals, and supervised volunteer and support staff. Her work experience beyond Catholic Charities includes serving as an Adjunct Instructor at the University of Evansville, where she teaches several courses for the Department of Law, Politics, and Society; as well as Visitation Supervisor at the Parenting Time Center, where she documents and supervises visitations between noncustodial parents and their children.
